That's not why movies film where they film. If anything it's the other way round NOW (they film on non-US city streets and then edit in a US-city backdrop, shop fronts, etc).
Movie-makers don't film in the US because it's too expensive. What was said above is correct: this won't force them to film in the US, it'll just mean they don't make the film at all.
