All I'd add is that if they can identify any of the people punching/kicking/attacking the car, ESPECIALLY before it ended up ploughing into more people, all of those people should also be arrested and charged because their actions contributed to the outcome and they share some responsibility. 
 
As do the organisers, IMO, at the very least there should be resignations of those responsible for crowd safety. Mistakes were made no matter how you cut it.

I would add that if the street he was originally driving on was open to cars, that he probably followed the ambulance and was perhaps not aware  it was closed off, at the very least there must have been someone at the barrier,  and he was driving  slowly as people were taking pictures yet no police person ran towards him, we are always told they run towards danger yet no one appears to have even noticed him driving and honking his horn, its pretty much a **** show
