Some cops do carry rifles/ARs (usually in vehicle) or other semi-auto rifles, but if they didn't have any warning it doesn't matter... it would depend on the unit/unit type.
It's not an M4 but that's how it's being reported. It's an AR styled to be an M4. ARs are known for being highly customizable. It's also why they're difficult to ban with legalese because ARs are usually built not bought, so they're not technically (technologically) different than any other semi-auto, which are most weapons. On the rifle it says "Palmetto State Armory"... it has another nickname, "Poverty State Armory"... Supposedly that is the normal size mag (30 rounds). The news doesn't know **** about guns or weapons, which adds to the confusion. When I saw they were saying it was a "high powered rifle" (hilariously non-specific), I knew right away it was going to be a misreport.

Edit: M4s are fully auto. You can't find that in a shop. Fully autos have been banned forever.
