Nancy strikes me as someone who thinks she is more popular/attractive than she really is. Not saying that to be mean at all, but rather she seems to actually think that and so maybe she feels her influence is strong enough she can pull others to her and also help avoid noms.
She has already (intentionally imo) played the special identity card at least once to appeal to an in group. They may all sense that may be a basic prerequisite to fall onto the safe side given how many different X cards have been shown to suggest to others they are at least worthy of basic trust.
She's probably not happy *just* being a follower so pulled Sam aside since he is easy to manipulate (he goes along atm) if they can spend the energy to pull other HMs apart, or at least try to figure out who they will align with and who to target... why else the big hush hush and needing to code?
Jenny can be a strong ally, imo, but one has to accept that she still also has her own thing going on where she has different roles in every group or with different HMs (like Richard). Nancy would prefer someone a bit more loyal to her, I think. So not really surprised she is getting big for her britches.
