The line you quote only refers to misdialled calls, not cases in which the public vote is cancelled. It has been present in the voting Terms and Conditions since at least 2006. Since then I can remember at least two occasions on which Channel 4 have offered refunds for cancelled phone votes (during CBB5 when the lines were reset during to them misadvertising it as a vote to save, and during BB8 when Emily was ejected).

I am confident that Channel 4 will offer a refund.
For the record, Channel 4 donate 10p from each call to charity. The rest goes to telephone administration costs - C4 no longer make profit from phone votes.
If a refund is offered, it is likely that they will offer a refund to a certain date, then all unclaimed monies after that will be given to charity.

Point 7 is the same as i posted, and it DOES NOT say only misdailed calls, it says
"Under no circumstances will there be a refund for any vote cast (including where a housemate has already left the house) OR for any misdialled calls."
I think the prospect of a refund is highly unlikely, they will probably donate all the votes to the 3 charities.
