I totally agree with you about the bullying, most bullies have been bullied theirselves or are jealous of something that you've got that they haven't (e.g academic ability).
I don't think school's do enough to combat bullying, the only thing they'll do is warn the bully or exclude them from school. The bully probably wants to be excluded because then they won't have to go to school, it's so stupid!
