it is because rachel doesnt defend herself well so he carries on therefore its bullying. dales vt was actually worse and he only briefly mentioned it. he never ranted to him about how awful he sounded. and luke isnt exactly an alpha male is he?? he picks on the weak.
the things he says are just rude. plain and simple. to someones face behind their back makes no difference its still nasty.
