She should be but she obviously hasn't sorted it yet so it sounds like she is avoiding you. Shame you are so far away otherwise you could have gone there in person and demanded she sort it out. Alternatively you could give her a good kicking.
You are just going to have to harass her. Keep calling and make a nuisance of yourself and she will soon get fed up of it and sort it out. Harassment works sometimes.
