I am not sure why rich people SHOULD pay for poor people's care etc.. I think that we are going to get a new party in power whether people like it or not.

I think Dupin means that the Conservative/Thatcherite ethos is "everyman for himself". We all have a responsibility to contribute to society and that includes enabling the weakest members of that society to be able to improve their situation and taking care of those that cant!
