Well males on average don't stop growing as a whole till the 21 kind of mark. So that would mean down there as well... so the difference between a 15 year old and a 21 year old would be noticeable.

Although some 15yo's are naturally gifted.
But yeah males don't tend to stop growing until 21.
I think quite a few people are adding a inch or two on to there original size.
