Too complex these days... You need to take control of a nation by the legal vote and slowly crush any political party rivals..
You will need money! Lots of money! Build a vast army, make the people love you and trust the government... Bully nations near you, weaken their ecconemy by flooding their market with fake money, start up terror groups etc... A war will happen but you would have been planning for this as the others have not!
Breed! Best to have a high birthrate for the pre-war years... You could follow the nazi model (1930s).
