Billy Costigan is an Undercover Officer working for the Special Investigations Unit of Massachusetts's State Police. Costigan was chosen to infiltrate notorious Boston gangster Frank Costello's criminal organization. Billy is chosen because his family (through his Uncle Jackie and Uncle Tommy) has ties long ties to the South Boston Underworld.
