Yeah, if they are still alive and growing then you can get them to bloom again.

Roses always bloom in the summer.

For them to bloom you will need to fertilize them. They need food.

You can buy special rose feeder http://www.gemgardening.co.uk/pages/feeds_superrose.htm

It will say on the pack how to dilute.

To bloom roses need to be fed and also to be cut back harshly in October and again in early spring.
