That clearly shows that both BB8 and 9 had pretty much the same amount of people watching in the final week, BB9 just slightly down. BB8 seen a bigger drop and clearly it tailed off towards the end, not levelling out. BB9 stabalised the drop ending with just slightly fewer viewers.
BB9 didn't dip until the middle either and even then it was only by 0.1m (excluding the first week which is obviously going to see a drop because of the launch) and it levelled out pretty much straight away.

The reason why BB8 had such a big drop near the beginnning was because it was up against Britain's Got Talent. If BB9 was up against BGT, the same thing would have happened.
Looking at the graph, there was no rise during BB9 but look at BB8 - there was a spike in week 6/7 due to the Fake Week twist.
Does your graph take into account that C4+1 was launched in the latter part of BB8? That would explain the dip towards the end, as you probably didn't include the C4+1 figures for the last few ratings.

I know every other series saw a rise but BB9 was received much better critically (inc with audience appreciation figures)

Once again, you're not getting the point. The Audience Appreciation figures obviously would be better for BB9 because there were fewer viewers watching the show compared to BB8. The viewers watching in BB9 would be more liekly to enjoy the show as they're sticking around, and the core fanbase enjoy the show.
That's why programmes with smaller viewing figures always get the top AIs. Because it's got a cult audience who enjoy the show.
Also, may I add: the AIs weren't too different between BB8 and BB9. It was only a couple of points in it, which is very little and can be explained by the reduction in viewership (which I have touched on above).

... and definitely gave a good platform for BB10 to build on

But it's not really a good platform because it was the worst ratings ever. In the past, after every drop, the following series has seen a rise. BB9 couldn't do that, suggesting that the series was relatively poor.

...well if CBB hasn't caused too much damage. Taking CBB into account if it can average 3.4m+ then I think it can be seen as a success, which I think it can do.

All the facts show that if CBB loses viewers, then summer BB will lose viewers. The highly likely scenario is that BB10 will be the worst rating summer series ever.
Sharon Powers is not good enough to EP a series. She used to be good for BB6 and CBB4, but her latest 2 efforts show that she's just past it. A new EP should have been appointed.
