Madonna.
Britney's only been around 10 years, wayy too early to be a 'queen', so I'd class her Princess.
I'd say 'first generation' being Madonna the Queen with 'Princess Britney' and as 'second generation', GaGa Queen with Miley or Katy as Princess.
