In my hometown we had one who rode a bike with 2 flat wheels had a pair of earphones that arent plugged into anything and sings nonsense at the top of his voice!
Further more he chases anyone that speaks to him!!!

Sounds eerily simmilar to our one. He also has headphones and sings at the top of his voice. Usualy just random bursts of
''I LOVE ME MUSAK!''.
