Make sure
Use Custom Theme? is Yes then click Save (the button underneath 'Do you want to share your custom theme with other users?')
Then select the theme under 'Use a Shared Theme' (bottom of page' and then 'Use theme'.
Anyway, 'Use Custom Theme?' has to be Yes to see other people's themes.
