I dont understand, i do feel that he is nice in person and on the outside, I think he is just scared of Lisa and tries to impress her by being horrible to Freddie.

Like i said, when Lisa's not around he is fine, just like you said before, you can tell he likes Angel when he was telling her not to starve herself and was holding her hands... but this was when Lisa was not around, when Lisa walked in I sure i saw Charlie finish the holding of the hands and moved to the other side of the kitchen.
