Is he desperately trying to force a romance so that he can marry for a passport?
How convenient that such a union would be witnessed by a Nation so that when the question of authenticity was raised, he could rely on footage to back up his plan.
He is so upset at Norine's cold shoulder he is getting jittery at being evicted from the tv show and our country.
