No she has not. She's impied it, she's had others tell him but she, herself, has not said this. Lets put it this way, if she did tell him then tell me when she said it cuz I missed it.
I think she is too nice to tell him to ****** off but I've no sympathy for that. I watched all the VT's just the other night and I have to say, Noirin is coming across exactly as she did in her VT. Does anyone remember her saying that men tend to like her and women tend to hate her. And, that most men fall in love with her. She certainly rates herself.. Its a shame she hasnt put more work into trying to tell all those men who fall in love with her that she's not interested.

Well, I'm guessing you missed it then! She said "I just want to be friends with you" about 4 times in one conversation with him!! How much clearer can you get. She also told him she didn't want him to hug her and he kept saying Oh come on, your my good friend.
