Actually it could be precisely the word "rabbit" which caused all the fuss.
This is only supposition but I felt that Siavash was attempting to convey to Noirin that a lot of HMs thought she moved from group to group. At the very start he wanted to leave the message vague and so used his fingers to demonstrate the hopping motion of a rabbit, later using the word.
Now suppose the sheep had frequently said they thought Noirin moved from group to group but had not used the word rabbit. When accused they could honestly deny the use of rabbit, although totally guilty of the underlying meaning.
