It is when someone interferes with someone else's pursuit of a guy/girl. It can be done by a friend of the person being pursued or by someone who is jealous.
So for example, if Jack is trying to chat up Jill. If Jill's friend Betty pulls her away from Jack to go elsewhere. Betty is cockblocking.
Or if Bob, who also fancies Jill, comes up and starts talking about his Aunt's spastic colon to break the mood between Jack and Jill, he is also cockblocking.
Etc.
