He definitely hasn't handled it all that well but I think he's the victim of poor editing and his own incomprehensible "game plan" (which somehow includes hounding Noirin... Don't think for a second he's not capable of stopping what he's doing, he's perfectly clear about what's going on as his diary room entries attest).
