I just rewatched the highlights. Bea was NOT being a bully.

Kenny started it by announcing to the other housemates that Bea was trying to intimidate him. Bea simply asked him "Do I intimidate you?" when Kenny appeared in the garden. And he lied and denied, pretending he did not say what he said to the other housemates.

I don't know about Bea's personality, but in this case, Kenny was clearly the serious bully.
