However according to new rules,

Coastguards have been ordered to fill in a health and safety questionnaire before they can respond to calls for help.
All 400 of Britain's rescue units have been told that before they travel to an accident scene they must complete a 'vehicle pre-journey risk assessment'.

Under the rules, they should have immediately returned to their base and got hold of the appropriate Health and Safety Risk Assessment form and filled it in to see if the risk was acceptable.
Those are the rules
I expect all three of these rescuers to be thoroughly disciplined for this wanton failure to fill in the proper paperwork.
