The Coup d'etat wasn't a flop, it was just that Boogie never needed it so we didn't actually get to see it in play.

I think it's a great idea to bring it back. Grodner had to do something, all the public favourites were getting evicted. She needed to do something to help Jeff and Jordan out and having America give one of them the Coup d'etat is a good idea.
