Because he either is a total total airhead or plays the airhead (I'm inclined to believe his skull is actually full of air).
This is a guy who is supposed to be a responsible public servant - advisor in a jobcentre. All I can say that standards must have slipped since I was in the civil service.
An embarrassment to public servants and gays alike!
