An housemate can definitely get more than 9.9% it just depends how many votes they get.
No if the lowest housemate gets 10% then that would mean that everyone has 10% because if one of the remaining 9 had 11% then another would have to have 9% which obviously isn't possible due to the fact that the lowest eviction percentage is 10%.

think of it this way, if 2 housemates are up in a vote to save eviction then 100/2=50 so 50% is the highest eviction percentage possible for an evicted housemate, therefore 100/10=10
