This voting scheme is new to many of us and generally speaking most of us can't quite grasp all the implications,
but,
yes, the OP has the right idea - at this point you do not bother voting to save any of the established popular HMs.
Think of this more as a referendum on 'which of the bottom 3' least regarded less known, least popular and more unnoticed HMs you would 'least like to go' and then vote for them.
So (given the estimates) if you want Bea to go then you are better off voting to save David or Hira or vote for both but NOT for Bea.
More votes to save a Freddy or a Sophie are actually doing nothing at all at this point but drawing out the fat end against the small end.
