Let me clarify. You appear to have an irrational dislike for Charlie. You present evidence that Charlie is aspirational in wanting to help his mother, who he clearly loves and respects.
As you will know, conversation is made in a thread, where a thought is created and verbalised in real time by one participant. The other particpant responds on the basis of what they have understood, giving feedback. The first participant receives that feedback, and on reflection sees that the thought has not been adequately verbalised and so clarifies.
This does not make the first participant a liar. Try reading some discourse theory.
