Yes they need to do something like this. As I believe it is a little unfair to put all the blame on the housemate who is getting away with not nominating, when in reality, it is BBs fault for not punishing this kind of behaviour in the first place.

I want to see a return of evil BB, who will punish people for even the smallest of rulebreaks, such as not wearing a mic when they are required to.
