Most people wont mind being photographed in Street scenes, where you aren't targeting anyone in particular, if they do mind they will ask you what you are doing etc, if they object and its a digital camera, offer to delete the photo in front of them.
If you are taking random snaps of people on cafe fronts etc particualrly if there are only one or two people in the frame then its polite to ask if they would mind being photographed. You may get one or two strange looks.
If you are taking photos like a tourist for example taking snaps of troops on PD's etc, (the guards at Buck House etc, its part of the job description), it shouldn't be any major problem either.
