For a start TV campaign's DO NOT work. The Change 4 Life campaign was more like Madonna's Into The Groove backdrop then a campaign.
I suppose people visiting your homes one you have found out you were pregnant (girls) with 'long talks' about the risks involved particularly to mothers expecting babies which they do not want (Obviously if they want a child then this is not needed).
Also more contraception for men. The ONLY contraception for a man is a condom. We need more for them too (ie the pill to stop sperm being produce for a set time like a woman has a pill as well)
