It mostly depends on the circumstances but if everything is proper, then I see no problem with it.
By proper I mean, the parent having a teaching degree or something of that sort, the child going to some sort of a club to fill in the social side and a lot of neighbourhoods in America are surrounded by kids so the child would naturally make friends with them.
But I do agree that school helps to learn manners and general day-to-day basics in life.
