Default Should those cleared by the court of appeal be billed for food and lodgings whilst they were inside?

Should those released by the court of appeal after a wrongful conviction be billed for food and lodgings for their time inside ?

This is what has happened to those cleared of the Carl Bridgewater murder. The Home office has said it will claw back 25% of their compensation, as they would have had those expenses anyway if they had been free.
