While the dictionary definition is not wrong, other things have to be considered. Stronger/weaker these terms are not only used in the physical sense, so although Alex is a big guy he doesn't want to rock the boat, this makes him an easy target for a bully, who will only pick on someone who'll not fight back.
The dictionary definition is very brief and one dimensional.
Silence isn't mentioned at all, although it's one of the most effective and widely used forms of bullying practiced.
