Nooooooooooooooo.
BB9 had a "Zero Telerance" theme, and it was pure cack! They said "We've realised housemates are treating it like a holiday camp, now we're inforcing zero tolerance". And so they introduced the tokens, took away things like hair straighteners, hot shower, less parties, less alcohol.....and it was just lame.
And then BB10 continued the theme in certain ways, and it yet again made the show boring.
When thinking about what ideas would be good, you need to consider the housemates and if you were one of them. If you were on national TV 24hours a day, you hadn't had a hot shower/bath in days, your hair is like a birds nest because you can't use a hairdryer or straighteners, you're on basic rations, etc. Would you wanna get up and be entertaining? No, you'd wanna mong around like the tramp you feel like.
Think of the most entertaining series, such as BB7 - they got loads of parties with loads of alcohol, they were able to have hot showers whenever they wanted to and use all appliciances, and so they felt good about themselves and wanted to have fun.
If you want harsher punishments, etc. Then I think it would be a good idea to increase the prize money to £250,000 (Deal or No Deal get that just for opening boxes, I think the winner deserves after being locked up for 3months), and start the prize fund at ZERO!
That way HMs must earn their money, and any rule breaking, etc. will result in harsher punishments and losing money.
I agree that harsher punishments should be handed out - but to those that deserve it, not for a theme that affects the whole house.
