Ruling aside, it still depends on the indivdual. Of course you have to make a ruling but there is no getting around the fact that it's down to the person.
And 21 is just f
ucking insane. I'm sorry, but it really is. The thought of two consenting 20 year olds breaking the law by having sex disturbs me greatly.
