Such lessons should have been learnt years ago. The hybrid format in Brazil - which has the HoH but tweaks the format to keep the public vote (basically HoH nominates one, other HMs nominate one, viewers evict) is the most successful BB in the world and now in it's 10th series broke the world record for most votes cast in the final this year - somewhere close to 150m.
If I were to resurrect BB a few years down the line I would be basing it on the US format, and I wouldn't have it on air daily. I'd have the food comp and nominations airing on Sunday nights, the Veto comp and meeting on Tuesday nights, a further comp (either for luxuries or building the jackpot) and eviction build up on Thursday night with the live show, including eviction and the HoH challenge live on Friday nights.
E4 could still have it's spin-offs, but I think I'd just have a weekly "Big Eye" show on Sundays (on T4 and E4), and then "Eviction Eye" on Fridays before an after the eviction. E4's other output would be limited to a block of live streaming every night from around 11pm-2am, with 24/7 streaming at least available on E4.com, if not also back on the red button.
That is another thing the US do right - the live streaming - they're one of the few versions to still offer multiple camera feeds, and a couple of years ago introduced a fairly innovative "flashback" feature where you could put in a time and date and go back and watch the live action from that point. You have to pay for it, but better to have the option to pay than no option at all.
And back to talking about the live shows - other than the launch show ours have been pretty poor for years. The evictions have long been a highlights show with an interview tagged on the end, whilst the final lost it's feeling of being anything special after BB3.
Other countries all realised that the eviction itself wasn't enough to pull viewers in to the weekly live shows and week after week would offer something else to entice viewers too, whether a weekly competition like the HoH comp in the US, or random twists from week to week such as tasks, new arrivals and other surprises.
