Lady GaGa does copy people and there's no denying that. Even if she is 'referencing' Madonna in her videos, she is still copying. I am a GaGa fan, but she is no where near as good as Madonna. FACT. Madonna has been on the scene for almost 30 years, GaGa - 2 years. Maybe, Lady GaGa has been successful in HER first 2 years than Madonna in hers, which I don't know, but will GaGa even be around in 30 years time?
