Normally, the real deciding factor is the presence of a role model in someone's childhood. We get a lot of these "feral children" now, because their parents are either abusive or simply neglectful. This is why it's just unheard of for a criminal sociopath not to have at least one sociopathic parent. Usually these things are untreatable, because the abuser simply doesn't believe they need treatment.
