It is meant generally - 70% of people may vote for 'x' (I used BNP just to make things seem more logical, but feel free to use whatever you like).. it doesn't mean you are wrong about 'x', its doesn't neccesarily mean 'x' is best or even right, but it was a majority decision. Govan was a front runner for the 'bitching party' in the eviction 'election' and he didn't win.
