Anyone can preform a marriage. It wont be legally binding unless the proper paperwork is filled out and the minister is ordained by the church diocese or a govt. official is used as a minister. Dave probably doesnt have the credentials since he said hes not in a church his lunacy is more of a "grass roots movement".
