Correct to start.
It is because he believes it that we do not call it a 'con'.

Example:
A friend of yours has a bad cold. You advise him to take Echinacia drops under his tongue. You are absolutely convinced it worked for you the last few times you had a cold. Another believer agreed it worked for them. It works! You know it.
Your friend follows your advice. Hey.. what the heck.. he buys you a bottle of echinacia as an appreciation gift.

Are you a 'fraud' who bilks people for money?
No.
But you were wrong. echinacia drops do nothing for you. there is zero reason to believe it. certainly no research showed any effect in reducing or curing a cold.
You were mistaken. You were not a 'liar' or a 'fraud' or a 'con artist'.

It is mind-boggling how you cannot grasp this.
