I think John finds Sam funny. If Josie hadn't complained about Sam, John James would have let his behaviour slide. The only reason that John James said to Sam that he was out of order was the fact that Josie said Sam hurt her. Otherwise John James would just laugh at some of Sam's comments and other times he would stay out of his radar.
