It wouldn't matter if we spent 70% of our annual GDP on foreign aid since it would still not be deployed to the intended target, but would find its way into the private coffers of corrupt officials in corrupt regimes. There has to be a much more radical intervention than a purely financial one, but what some might view as liberation, would be viewed by others as invasion and occupation, so you're damned if you do, and you're damned if you don't.
