Well it's no secret that corruption is rife in developing countries and recipients of foreign aid. The worst offender is North Korea, which spends an obscene proportion of its money on the military. I'm still not convinced that this is a good enough reason for this country not to even meet the UN's international aid target. The US is the worst offender on this count. Foreign aid is prone to misuse, but it also saves lives and even improve people's quality of life in the long term.
