Tobacco and related items, thats the wording of the law regarding underage sales in the UK, cigarette lighter can be classed as related items. You should be 18.
Another law that covers lighters is the sales of solvents.
It is illegal to supply a substance to anyone under 18, or a person acting on behalf of someone under 18 (if the trader knows or has reasonable cause to believe that the substance, or its fumes, are likely to be inhaled by the person to achieve intoxication). Solvents include, butane gas, lighter fuels, solvent based glues and adhesives, aerosols, nail varnish remover, anti-freeze and correction fluid. Also, it is an offence to sell gas lighter refills (containing butane) to anyone under 18, regardless of whether the trader thinks they will be abused.
It would be pretty stupid to allow lighters which contain lighter fuel to be sold instead wouldnt it?
