Insult to other members is generally used either as a first infraction...or if the insult is not particularly bad
Insults to other members, is usually if the person insults loads of people in one go, is a serial offender (
at how official that sounds) or if it is a really bad insult.
I dont tend to use these though, I usually give custom ones, we can chose how many points, and how long it lasts
