You can't really compare Spirals rule breaking to Jaynes, Jaynes wasn't in anyway threatening or making the other housemates uncomfortable(seriously, not just keeping them from the pool and on basic rations.)

Besides Jaynes rule-breaking is hilarious, keep the place exciting as you never know whats going to happen next with her.

Spiral makes uncomfortable viewing due to his aggression, I thought Lisa was agressive but OMG!!
